CINCINNATI, Ohio — Its signature dish is chili over spaghetti with a mound of cheddar cheese.
Fans of Skyline Chili’s 3-Way, and there are many, swear by it. Its detractors think the 3-way, as well as the 4-way (with diced onions or beans) and 5-way (includes both diced onions and beans), are abominations.
But a survey conducted by USA Today editors and readers named Skyline Chili, which is based in Fairfield, Ohio, the best regional fast-food chain in the U.S., beating out better-known regional chains such as In-N-Out Burger and Whataburger.
The USA Today survey mentions the menu items offered by Skyline but does not detail why it finished first.
Skyline didn’t fare so well in a survey of the best chili conducted by cleveland.com in 2022, finishing in the last two spots among nine restaurants.
“This was the biggest disappointment of the trip — same thin broth with a minuscule amount of ground beef,” the cleveland.com reviewers said of Skyline’s Coney Bowl. “No beans, no onions, but a very generous amount of cheese. What else was generous was the amount of salt — in the chili and the Coney Island-style hot dogs. But if you love their coneys, you’ll get three!”
Skyline has locations in Ohio, Kentucky, Indiana and Florida, but does not have a large presence in Northeast Ohio. A longtime location in Lyndhurst closed in December, but there are still restaurants in Stow and Mansfield, according to Skyline’s website.
Here is USA Today’s list of the top 10 regional fast-food restaurants, followed by their state headquarters:
10. Schoop’s Hamburgers (Indiana)
9. Whataburger (Texas)
8. In-N-Out Burger (California)

5. Lion’s Choice (Missouri)
4. Z-Burger (Washington, D.C.)
